# Call truth table: Clear Creek (Division 1, Water District 7)

## Caveats

- Paper water: a controlling admin number is the cutline of a decreed entitlement, not water physically available or diverted. Augmentation plans, exchanges, substitute supply plans and futile-call rulings let a structure lawfully divert while out of priority, and none of them is in this table.
- A call reaches only upstream of its calling point. controlling_call_mile names where the stream column's call sits (DWR stream mile, from the mouth); a structure at a smaller mile is below it and not reached by it.
- controlling_admin_mainstem applies a call on another stream only when DWR's set comments name this district. DWR stated districts routinely only from about 2015, so mainstem_unjudged counts the calls that could not be judged either way, and that column understates mainstem administration in earlier seasons.
- Seasons before first_stream_call_year are not free river. The Division 1 record is almost entirely South Platte mainstem calls before 2004; tributary calls were not recorded. Those seasons are marked usable = false.
- Day boundaries are America/Denver midnight, as DWR administers them.
