METHOD -- for the derived tables

[curtailment_now.csv]
  A right is out of priority when the most senior call in force is senior
  to it. Only calls that lawfully apply to this structure are counted: a
  call applies when both it and the structure carry a stream mile on the
  same source and the call is DOWNSTREAM (DWR measures stream mile FROM
  THE MOUTH, so downstream is a smaller mile), or when its set comments
  name this structure's water district. A call that can be judged neither
  way is counted as unjudged and never assumed to apply. Analog years are
  the past seasons whose flow most resembles the current one; they are a
  frequency among named years, not a forecast of what the division
  engineer will do.

[co_parties.csv]
  Two structures are listed as co-parties when the same court case number
  appears in both of their DWR transaction records. That means they were
  parties to the same proceeding. It does NOT mean water moved from one to
  the other -- direction and amount are in the decree itself, which this
  export does not read. Case numbers are validated against Colorado's
  formats first (the case column also contains stray dates). Cases
  spanning more than 12 structures are omnibus adjudications and are
  excluded from this table rather than asserted as relationships.

[call_climatology.csv]
  The empirical frequency, per week of the season, that a right at that
  admin number was out of priority. Computed ONLY over seasons whose call
  record is complete enough to judge for this structure (at least half the
  season's calls resolvable). DWR did not begin routinely stating affected
  districts in set comments until about 2015, so earlier seasons are
  usually not judgeable and are dropped -- a season we cannot judge is not
  a season without calls. ci_low/ci_high are a 95% Wilson score interval.
  With roughly eight usable seasons these are counts, not rates. This is a
  record of the past, not a forecast.
