High Plains / Ogallala
Effectively non-recharging in eastern Colorado; declines are storage depletion, a separate ledger line.
Because this aquifer does not recharge on a human timescale, a decline here is storage being removed, not a stream being short. It is kept out of the stream-depletion math for that reason.
Water-level record
16 measurements from 1988-01-11 to 2006-01-02.
Over the record the level is decreasing at -19.2 ft per decade (p = 0.003, n = 15). Mann–Kendall with the Hamed–Rao autocorrelation correction, on depth to water (inverted); rising elevation means more water.
Chart: water level at this well over time, 1988-01-11 to 2006-01-02, 16 measurements. The record is decreasing at -19.2 feet per decade (p equals 0.003), measured on depth to water (inverted). Rising elevation means more water. The values are downloadable as CSV from the link above.

What this page is not
Monitoring records are irregular: measurements cluster where somebody chose to look, so a trend describes this well's record, not the aquifer as a whole. Levels are DWR's published measurements, unedited. A trend here is not a prediction, and it is not a determination about anyone's water right.
